“‘Paper’ architecture mainly attempts to speculate on utopic worlds and architecture, but perhaps there is more value sometimes in illustrating the downsides of technology, politics and social upheaval. Colbert’s vision is one that contains lessons for pedagogic purpose. His work on Ottawa 2120 teaches us the potential of tyrannical power dressed up in neoliberal guises, and the fragile nature of the socially democratic political project - a situation that has become clearer in reality in recent years.”
